Is the EU too soft on Putin? Jakub Eberle participated with 10 other experts in a poll by Carnegie Europe. EU is not too soft, especially given the constraints it faces, but more should be done. First of all, EU members "should think twice before allowing Russian involvement in strategic projects, especially in the energy sector."
