Visegrad should be seen as a mechanism to build ad hoc, issue-based coalitions

Visegrad celebrated 15 years of existence. What are the main lessons learnt of its existence. Has it achieved the main purpose for which it was established? How has it performed after the four countries joined NATO and EU? An what are its future prospects?
